The film takes place in the first half of the 1960s. The protagonist of the picture is a young worker of the apparatus, Vladimir Novikov, a charming, educated, energetic person - a thriving functionary. Novikov has a young sweetheart - student Tanya, whom he never marries (he has a family, two children). At the shock Komsomol construction in Siberia, Novikov must eliminate the conflict that has arisen between the Komsomol organization and the leadership. He does this with his inherent cold meanness, as an experienced provocateur. And here comes the main character - the father of his beloved Tanya, Ivan Dronov, a working man, the embodiment of a pure, moral principle. That is why he was given the right of retribution. Novikov is the defiler of values, holy for Dronov and his generation - the generation of people who defended their homeland from fascism.
