Shankar (Dharmendra), a well-meaning but disgraced cop, is determined to fight a corrupt system, taking to task miscreants and criminals in his city. The movie begins as an aspiring underworld don, Lukkabhai (Mohan Joshi) ousts his erstwhile mentor Tandyabhai (Deepak Shirke), to emerge as the reigning champion of a crime infested world. Elsewhere, Arjun (Mithun Chakraborty), an ex-military man, has forfeited his love and career as a consequence of hitching up with a local goon. As a result, Arjun seeks his refuge in liquor. Shankar chances upon Arjun and rescues him when Arjun hits rock bottom. Meanwhile, angered by Shankar's meddling, Lukka rapes and kills Shankar's sister to teach him a lesson. Infuriated, Shankar teams up with Arjun, who now is indebted to him, and Mustafabhai (Shakti Kapoor), who wants payback for Lukka chopping his hands off. Together, they deliver the kingpin of the underworld and his minions to a well-deserved end, restoring harmony and justice to society.

Bombay-based criminal don, Mustafa, was the very man who introduced Lukka to the criminal world. This was the starting point for Lukka, for, unlike Mustafa, who didn't deal in ammunition, fire-arms, and drugs, there was no limit. And soon Lukka had his own followers, who eventually other-threw Mustafa, making him the uncrowned king of the underworld. People who were foolish enough to oppose Lukka were easily disposed off. For instance, Mustafa had his arms cut off; Tandya was shot dead; Police Inspector Shankar was dismissed from service, and imprisoned; Air Force Pilot Arjun was dishonorably discharged and then court-martial-ed. Now there is no one left to oppose Lukka and his followers, who are all set to do what they like - no limits whatsoever.
